Wiki Leaks is a threat to national security but they keep leaking?

I am stating this loosely, I thought the Patriot Act was the super law to better protect our national security, under the mantle of national security doesn't this act allow the US government to delve into private conversations, electronic communications, bank accounts, investments and so forth for the protection and good of the nation? Doesn't this package of laws converge on wiki leaks? As well as the enterprising people behind them? I don't understand why we are asking them to stop and bracing other countries for release of our clified doents that could damage US national security? Please, what is going on here?
