Three Car Accident Under Investigation: How Long???

I was in a three car accident almost TWO months ago. I was completely stopped at a red light getting ready to turn right in a four way intersection. A car was making a left turn at a green light, when a POLICE officer sped through the green light going about 90p/hr. The driver making the left turn was given a ticket, and declared at fault. However, her insurance company is denying full liability and partially blaming the officer for his speeding. Who's at fault? And how long can this investiagation continue??? (I had liability, car was totaled, and now have no vehicle for the past month and and half!!)
