How come nobody realizes that RED states and BLUE states are different than RED voters and BLUE voters.?

I also think it is unfair to categorize a state as a red state or a blue state when their is only a slight majority that changes frequently. When there is a 60% majority though I think it is fair to call a state red or blue. A large long lasting majority can have big impact on that states laws and really make it uncomfortable for the opposite political side to live there.
